Frequently asked questions
When does the PPWR apply and which deadlines are relevant?
The PPWR entered into force on February 11, 2025, and applies directly from August 12, 2026. This is the operational cutoff date after which packaging without complete proof of conformity may no longer be placed on the market. Further requirements follow in stages: labeling in 2028; mandatory recyclability grades (A, B, or C) and minimum post-consumer recycled content of 10 to 35% for plastic packaging in 2030, rising to 65% by 2040; recyclability at scale in 2035; and stricter recyclability grades in 2038.
What does extended producer responsibility (EPR) mean under the PPWR?
Extended producer responsibility (EPR) obliges the producer as defined by the PPWR, meaning whoever first places packaging on the market in a member state, to cover the financial and organizational costs of collection, recovery and disposal. Starting 18 months after the EU criteria are published, EPR fees will be tiered according to the environmental performance of the packaging. Companies that deliver to several EU countries must register in each member state through an authorized representative. In Germany, this is done with the ZSVR in the LUCID register.
What is the declaration of conformity (DoC) and what role does the technical documentation play?
The declaration of conformity (DoC) is the written proof, drawn up and signed by the manufacturer, that a packaging meets the requirements of Articles 5 to 12 of the PPWR. It is based on technical documentation covering material composition, structure, recyclability and minimization. Both are mandatory from August 12, 2026, and must be available to market surveillance authorities on request.
What is the PPWR and who does it affect?
The PPWR (Packaging and Packaging Waste Regulation, Regulation (EU) 2025/40) is the new EU packaging regulation and replaces the previous Packaging Directive 94/62/EC. As a regulation, it applies directly in all 27 EU member states and, for the first time, creates a uniform legal framework for the design, recyclability, recycled content and labeling of packaging. It affects all economic operators that place packaging or packaged products on the EU market: manufacturers, importers, distributors and suppliers, including those outside the EU as soon as their packaging reaches the European market.
Which roles does the PPWR define and what obligations come with them?
The PPWR distinguishes between manufacturer, supplier, importer and distributor. On top of that, it uses the term producer as an umbrella term for the operator that first places packaging on the market in a member state. Each packaging has exactly one manufacturer but may have several producers, since producer status is assessed per member state.
What penalties apply for violations of the PPWR?
The specific penalties are set at the national level. A missing declaration of conformity, incomplete technical documentation or failure to register can result in fines of up to EUR 200,000, in addition to possible sales bans.
How does Tanso fit into our existing IT landscape?
Reduction uses the same data foundation as the CCF module and requires no additional IT integration. If your CCF module is already connected to SAP, other ERP systems or a data warehouse, reduction scenarios and reporting work with it automatically.
